ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF MARCH 9, 2016

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on March 9th.~ The following members were present:  Richard Smith, Robert Recor, Tom Mondelci via teleconference and Tom Baehr.  Also in attendance was Elizabeth Sunshine, Secretary to the board was also present and 3 local attendees.
The meeting of the Rogers Lake Authority was called to order at 7:35 by Pres. Dick Smith
A motion was made by Tom B. seconded by Robert Recor to correct and approve the minutes of the January 13th meeting under New Business the first sentence should read “Tom B passed out an outline developed by the Old Lyme Conservation Commission entitled Rogers Lake long Term Plan which was developed in December 2015.” to correct the author mistakenly listed as George James. The motion to approve the minutes as corrected from the January 13 meeting vote was unanimously approved

Police patrol -  
Tom B. made a recommendation that we post the positions for the boat launch monitor and boat patrol in local paper and online and on the website and interview for these positions.

Boaters License Class

The Rogers Lake Authority will sponsor a combination safe boating / personal watercraft course on April 23, 2016.  The course runs from 10:00am – 4:00pm is open to the public. After successful completion, students will receive their license to operate a recreational vessel up to 65 feet in length, including Jet Skis.  Your certificate never expires and is recognized in all states.  The typical cost of the course is $125.00 but the RLA has arranged a special price of $100.00 for this session to be held at the Rogers Lake West Shores Association clubhouse.  If you are interested in taking this course, please contact Mike Sicord at (860) 227-3282.

Weeds
The permit has been applied for at the DEEP they are waiting to hear if the applications can move forward this year.


Long Term Plan
In review of the long term plan there were discussions surrounding septic regulations and use and possible purchase of additional benthic mats.  There was discussion as to how to let people know how their use of the land effects the runoff and waters entering the lake from Ogle pond.  When looking at the possibility of dewatering is the main concern, of course in addition to the cost.  There was discussion on possibly doing suction dredging which could be done without major permitting by the same company that did suction harvesting for us.  It was noted by Tom B. that Old Lyme Harbor Management Commission working with the Army Core of Engineers and the State Department of transportation and were able to get a grant for 1.6 million for dredging in the Black Hall River and Four Mile Rivers mainly for recreational purposes to reopen waterways for small craft navigation. Robert and Tom discussed how to get started on finding out what direction to head in order to pursue possible funding for use in dredging or suction dredging.

Motion to adjourn was made by tom B. and 2nd by Robert Recor. Motion was passed by unanimous vote.
